Are you saying that Abiy Ahmed is proposing the establishment of a confederation with Eritrea because, unlike Djibouti, Eritrea lacks a strong nation to defend it?

He should otherwise have suggested a confederation with Djibouti, the country he pays $billions every year, to "achieve lasting tranquility".
But that can't be done, cos massa whitey is there.

2. Holding a Referendum in 1993, was PIA's & his comrades' idea. Likewise here, in this highly unlikely scenario you're painting, he must go for a referendum too.
