What happned to ER?

This week ER has problem and showing the following error message. I think the problem is may be from Ethiopian government or it may be from the software they are using.The error message I think is general for everyone and showed like this:

I don't rule out it may have been hacked. Look at Awate.Com, it has been hacked since 3 days and they are struggling to fix it but so far in vain.
