The Upper House - A Congress of Citizens - elected by one man one vote from non-ethnic district federal units.
The Lower House - A House of Nationalities - empowered to handle matters of Culture, Language, and inter-ethnic relations.

And if the nations are mostly against thus, such as the oromos and sidama, then what? Are you advocating that the minority gurage impose this upon the much larger nation (eg the Oromo)?

Forget barking about being a majority this, majority that. You have failed to organize yourself let alone organizing Ethiopia . Why do you deflect and change the subject?
It's a simple question, can you answer directly like a man?
What if the majority reject such a system of governance?
Then what, do you want to use the gurage minority to impose it upon their neighbors?
When that inevitably fails, then what?
As far as us not being organized... well, you cry day and night about "oromumma " online, so it must be organized and formidable enough....
