The following story looks like this saying.

Everybody running for more and more profit, which then holds back the whole setup and deny it any further forward movement, as a whole.

Exporters claim they can't keep up with international market, due to domestic high-price, and start making a lose. Then they try to compensate their lose by artificially off-setting their import prices to a higher one. They have a leverage of circumventing the rule of the game, they generate forex for a country whose "back is broken under the burden of its shortage":

“And yet, the government has to bear a back-breaking external loan repayment,”

This will then necessarily raises the prices of domestic products, due to the higher price of the imported input.

And now the exporter can't find an affordable price for their exports, and the consumers start to bear the brunt of the burden. This will lead to unrest, the consumer is the king, and the king is not satisfied. Then it is only a matter of time that everything starts to crumble on itself. Everyone will also going to lose at the end.

And someone who is supposed to manage the affairs of the people is not able to solve just this seemingly simple problem, for whatever reason. It is rather astonishing! Someone must have looked the other way in my view from his official duty. And now the blame game goes on while our people are suffering. Needs to stop, ASAP!

If you are a business man then your top priority should be the satisfactions of your customer (who are the consumers), not the profit that you may drive from the business. The latter one is an end-product of the former, in terms of business theory.

Even prior to the crises, Ethiopian and refugee children had poor nutrition and low learning outcomes. The 2020 Human Capital Index (HCI) shows that a child in Ethiopia will only reach 38% of his or her potential, against a benchmark of complete education and full health. Ethiopia's HCI score is pulled down by a high stunting rate and poor child learning outcomes. Over a third of children (37%) are stunted -- a reflection of severe malnutrition which puts them at a high risk of cognitive and physical limitations that impact their life opportunities. An Ethiopian child is expected to complete 7.8 years of schooling by age 18; however, when taking into account the poor quality of education, most children effectively complete the equivalent of only 4.3 years of education by the time he or she turns 18 years old.

Have they ever deeply took a note of what will going to happen to those children at the end?
