What does this mean? Liyu is Liyu why is Liyu still wearing the same uniform

ጠለምት በትግርኛ ጥቁር ፊት ማለት ነው
በግእዝ ቋንቋ ጸሊም ይባላል
በአማርኛ ጨለማ aka ጭለምጥ

here are my problems

1 - The so called Ethio Gov of Abiy Ahmed and DDT has failed to change the uniform of the Amhara Liyu into ENDF.

2 - The Amhara Fano has and will never give up until its demands are met.

3 - Abiy Ahmed has no true coordination and discipline to eliminate Fano. Fano is the heritage of Amhara so PP intention to erase Fano without the request of the people and state of Amhara is a failed policy

4 - Fano poses no threat to the Central Government of Ethiopia. If Fano has a problem led the Amhara State and its own Police deal with Fano do not send non Amharas to address Amhara Issue

5 - Stationing 50,000 ENDF in Gojjam while OLA Attacks Bishoftu shows how Abiy Ahmed is sacrificing controlling Gojjam over controlling his own core.
