From my experience, I think this weird behaviour is typically Ethiopian and Eritrean.

For instance, you've just met them on the street, at a bus stop or train station, or on the public transport and suddenly they bombard you with a ton of personal questions. I've seen this in Africa, Europe, Asia, and the US.
