What's Isaias doing reading from a piece of paper when talking to Putin? Couldn't he memorize two sentences?

Putin is not impressed! Isaias has no choice other than continue to vote in support of Russia. He's crossed the bridge of no return when he stood against the entire world and supported aggression against a sovereign UN member nation.

Eden couldn't you memorize a " peace" of paper is different from a "piece" of paper.
