Sorry brother, but you misread that.
It's deacon Yoseph, reminding her of the root cause of the violence she's referring to: the odious Ethnic Federation system created by their dog- the Weyane.
What she's saying is that the violence (which she indirectly attributes to the govt) must first be stopped, before the relationship with the US can get better. She didn't mention the cause of it, at all.
If the govt then uses military means (which it must) to quell the violence, the US comes back & accuses it of human rights violations.
The Abyi govt put itself in a corner, when it decided to bow- down to uncle Sam's dictates.
