The same logic can also be stated the other way round, meaning that the people could get united and support their government expecting the fulfillment of their own interests and then with time the people can get divided due to conflicts of interests and force the government to act against them.
Typical example is the extremist fanno segment isssue who went to war expecting to finish the tplf from the face of the earth and capture large Tigryan lands as booty warriors. On the contrary, the government went to war because the tplf consistently disobeyed the Ethiopian laws and regulations while getting armed to the teeth and preparing for large scale wars. To make matters worse the tplf violently attacked the Ethiopian Defense Forces stationed in the north theirby clearly crossing the red line and ushering in the the counter offensive for Peace, respect of law, order and non violence.
The government as the responsible government of all Ethiopians fought the war and brought the tplf under the rule of law for its own good. For the fanno extremist faction bring the the tplf under the rule of law and after that making peace is not enough because they want to shoot the tplf to the finish and then go the looting adventure. But the government will not allow that because it is also the government of the Tigryan region who needs peace more than anything else.

Yes, the government is the servant of the people as it serves for the fulfillment of the interests of the people as well as reciprocally also the people are the servant of their government in as much they serve the government in its efforts to fulfill the rational interests of its people, but yet like all governments any where it is not the servant and yes men of pathological liars and hallucinated killers in the society. On the contrary, the government's services to such category of people is to offer them court days and prison cells because those are the service they deserve most since they can eat free and sleep free of charge with banana deserts as add-ons as a luxury item. And that is universal. BINGO!
