The problem is one and only one: there are those who think they are above the law of the land (a multi tier system), this could going to be a challenge for the democratization effort of the country if not nipped in the bud.

Yes. Laws are human tools, made by human beings. Nothing made by human beings is perfect.
dissent against an unjust system like the one we have in 4 kilo can come in any form including violence,assassination,etc
only beneficiaries of the system cry foul when it comes thick and fast.
There are two situations where it is justifiable to break a law: when following the law leads to greater harm than breaking it, and when the law itself is unjust.
If I were starving, I would have no problem begging in the streets or stealing food. Death is a greater harm than property loss.
There have been many, many unjust laws throughout history. Racial segregation in the American South was the law, but that law was unjust. Those who violated that law did the right thing.

Do you mean Gojjam is starving or being segregated, to justify its claim to arm itself and unseat the elected government of the country?
