Why Meles created two mega states- Amhara and Oromia!

With out Tigray based power both Amhara and Oromia will never be able to establish a stable joint government due to the fact that they have conflicting visions and goals but similar body mass . That is what is exactly happening now and the only way to create a stable Ethiopia is either Amhara or Oromo to create a tacit alliance with Tigray. Oromos are the natural allies of Tigray and the Amharas are trying to create illegal alliance with Eritrea ( because Amhara state has no legal right to have an alliance with a foreign country) , which is not sustainable. The Tigray -Oromia alliance is not new as Abadula and Meles had a strong tacit alliance for decades, which resulted in a stable Ethiopia until the death of Meles!
