I see fancy government premises which is good but giving the country's dependency on foreign loans and funds that entails foreign influence on all decision making institutions in the country. All investment should be channeled to something that bring revenues to the state treasury.
If you ask me how, I would have made Ethiopia the second wheat producing country in the world after Russia. If Russia can sell oil all the way from Siberia by underground and sea floor pipelines, I don't see why Ethiopia can't change vast desert landscapes in that country to a green paradise wheat producing landscape.
That would create jobb that are needed by the locals and would also bring hard currency needed for trade with the outside world. Tax revenue will increase and the government will have more money to spend for the country and society at large.

Not a bad idea, however security is as important as economy development if not crucial for Ethiopia and HOA in general. I don’t think we can even separate the two in this case. And if we are talking about intelligence in the 21st century we are not just talking the past centuries human intelligence, without going in anymore details, the field of intelligence has has undergone tremendous stride in the area electronic and cyberspace, that is not to say or minimize the importance of human intelligence. So Ethiopia’s move in that regard to modernize the infrastructure is an absolute necessity.
Agricultural self sufficiency is also promising. It is becoming a reality and a focus fro this administration that it is flexing its muscles to export wheat but, that to materialize the security situation must improve because there are groups working hard to disrupt it.
