Well... the Oromo constitution might say so but from the interviews I have heard and watched about Addis Ababa currently, it looks like they are working to incorporate Addis Ababa into Oromia killil. In fact, I heard Adanech Abebe in one clip making a statement along the lines Addis Ababa is the capital city of Ethiopia as well as Oromia since it is surrounded by Oromia killil. They are not only testing the water, they are in fact committed to making Addis Ababa, not Adama, the capital city of Oromia Killil. Otherwise, it does not make sense to:
1. To wave Oromia regional flag in the Federal City Addis Ababa which is the capital city of Ethiopia..
2. To force students to sing Oromia regional anthem....
Having said that, I understand teaching students in Oromo language because Oromo children can have the right to have an access to a curriculum that uses Oromo language.
Please let me know if I am wrong or I misunderstood the many interviews I have watched....

The downfall of Woyane was accelerated when they tried to incorporate the peripheral farmlands into Addis master plan. PP could likewise draft whatever they want to draft but there are millions of residents having a stake in the city. You can’t force people into submission for a long time.
