Prof. Berhanu is shaking the educational system in the country

It seems he has been given a free hand to do what ever he deemed "okay". I have nothing against that, to be clear.
He also admitted that there will be some kind of drawbacks at the beginning of any new system, which means some students are going to be disadvantaged and that is a sort of just their bad luck in the new reform ajenda of the ministry of education. It could be unfair at the policy level, in my view. Don't let a mere chance determine the fate of someone, if I am asked.
He is also talking about an "exit exam", sort of a kind of unified exams for all students "graduating" from the universities, I am not sure if there are similar practices in other similar institutions around the world. I do know universities will get a sort of accredation from state authorities to get qualified to provide university level education.
This exam seems to me instead of accreditation to the universities is going to "accredit" the students directly, I am not sure if this is an efficient way of doing the job. It could be costly too. The last ESLCE exam at the universities costed a big sum of money the state coffers, I think to have heard.
He seems to be determined to leave his own legacy (I was the first to call for such action when he was named Minister of Education in the country on this forum) on the totally degraded educational system in the country, which ruined the lives of many young citizens of the country already.
