It is more than likely than not that the so-called Pretoria Bipartite Treaty is Failing. This soon to be ill-fated treaty is fraught with dozens of problems. Not only this treaty was not signed in good faith, but also it failed to include significant actors and stakeholders from the out set. For the most part, PP signed the bipartite treaty under duress, its hand twisted and in rush while the Ethiopia army was on the eve of celebrating total victory. The instinctive compliance of PP to orders and instruction from external actors instead of following compelling reasons of major stakeholders who invested their lives and time in the fight is a very insurmountable obstacle that definitely stops this so-called treaty from moving an inch. And the poorly written articles of the treaty handed out the amateur's PP negotiating are bone in the fish menu. The incoherency of the documents, signatures and the titles of the sighing or entering parties confirms this so-called bipartite treaty is just a train wreck. However, this treaty gives TPLF some time to re-organize, restock and do damage control propaganda while at the same time dissuade PP to dissolve allied forces so that they can fill vacant territories and re-invade. This treaty's a tough sell for Amhara and Eritrea will not buy it and no matter how much noisy TPLF and its enablers are these major stakeholders will not give a damn. And this is an impossible mission for PP.
