Right now, Ethiopia should be in diplomacy in 193 countries? What effing are representatives doing?

Under H Selassie cabinet, Ethiopian politicians totally dominated international diplomacy negotiation, etc, what effing is foreign minister doing? Shouldn't he be empowering ambassadors thought the world on Ethiopia's causes? Or are the waiting foreigners orders ?
