That is true, Abiy Ahmed wanted to award TPLF these territories of Amhara. However, some Tigres are not finding late the issue is more than just this. They believed that ethnic federation is a curse that will make Tigray completely disadvantaged. The cost-benefit analysis for these faction appears that demolishing ethnic federation and replacing it with citizenship based politics as well as conventional standard federal system is more advantageous to them as it is other Ethiopians as well. As Tigres were the victim of their own home grown terrorist TPLF ethnic region, it might be surprising to hear Tigres are to also firing the shot against ethnic federation and Dedebit Constitution.
