Article 1.2 Restore the consitiuional order of Tigray
According to Article 3 - Permanent Cessation of Hostilities both Eriteria and Amharas forces must leave Tigray constitional territories immediately after the effective date of the Peace Agreement i.e Nov 2, 2022
Article 3.1 Immediate and Permanent of Cessation of Hostilities
Article 3.2 The Permanent Cessation of all Hostilities includes among other things termination of use of proxies or collusion with any external force hostile to the either party.
- Amhara forces are proxies for the Ethiopian government
- Eritrean army is the external force that has colluded with the Ethiopian government
Article 5 - Humanitrian Access
Article 5. 1 - Government agreed to expedite delivery process and both parties shall cooperate to this effect.
In legal terms the word "expedite" means immediately unless the Ethiopian government proves that they faced challenges beyond their control( the burdon of proof lies on the Ethiopian government )
Article 5.3 Government agreed to facilitate the return of and integration of internally displaced and refuges whenever the security situation permits ( this article assures return of displaced people including refuges in Sudan ) to return to Welkait/ Humera , Raya etc
Article 6 Disarmament , Demobilization, and Reintegration ( DDR)
The DDR is subject to :
Article 6.b Design of comprehensive DDR program
Article 6.d Agree on detailed modalities for disarmament taking into account the security situation on ground.
Article 6.e The disarmament of heavy armaments as per the agreed plan( based on Article 6.d) and within 10 days from the date the agreed plan is agreed and finalized.
Article 6.f Agree to finalize the disarmament within 30 days from the signature of the Peace Agreement i.e December 2, 2022.
This Article inherently assumes all the conditions for disarmament specified in the Peace Agreement are fulfilled in orderly and timely manner .
