I still believe the banda leaders went to S. Africa, not to achieve any deal, rather a ploy by a CIA to have them skip town. The US air-force plane that was sent to Mekele is a big plane with a seat capability of 120-130 passengers : it is not secret that the plane was full when it landed in another bandaland called Djibouti. Only 15-20 were left in the plane to continue their journey to S. Africa, the rest were left in Djibouti. This was a well planned scam the US came to have the entire junta leaders skip Chigray.
