What kind of silly logic are you presenting? Your reason than does not disqualify Abiy Ahmed from being PM of Ethiopia. You could have argued with better reason, such as Abiy Ahmed is not a nationally elected leader
or the election was sham etc. Simply Tigray province revolted (which is 4%-5%) of the national population does not mean, Tigray is not under Ethiopia. Whether you like it or not the seat of power is in Addis Ababa, Mekele is like one of the big cities of Dessie, Gondar, Goba, Metu or Awasssa. So, it is natural sovereign countries might have rebel groups. A rebel is always rebel not a government. Anyway, Mekelle soon will have its own Mayor, most likely Amhara Fano, how sweet is that I rather mean it will fall under military leadership.

The federal government is a government setup by all federal states / regions. Tigray recalled its representatives from the federal parliament when the duration of that parliament expired in October 2020. After October 2020 Tigray has not been represented in Ethiopian political infrastructure. The parliament stopped becoming the parliament of Ethiopia - it became a parliament of Ethiopia Minus Tigray.

After the start of the war, Abiy imprisoned all ethnic Tigrayan members of the former ENDF. Now the Ethiopian army that is fighting TDF is not ENDF, it is called E minus T NDF (or E-T NDF). That is NDF of the 9 states / regions of Ethiopia, and TDF is NDF of the 1 state / region of Ethiopia. Numbers don't lie. Very simple. Simplicity is the ultimate sophistication! The first time Ethiopia is represented in one table, after October 2020, is when the Government of Tigray and the Government of the other 9 regions sat down to negotiate in South Africa.
