property tax seems the biggest scam

Tax on properties generating income is understandable,but to be taxed on property you live in is outrageous.
what about people who pay mortgages and income tax on their earnings? is it fair to tax them on their property?
the local council should focus on generating income from services tax / council tax (waste collection,police, fire brigade,etc) than taxing people simply for owning their own home.
