Just so you know, negotiation isn't an event, rather a process which consumes time.........and I'm afraid time is a scarce commodity in your tiny enclave at this moment.

Besides, negotiation is normally a process that would take place between two parties with equal leverages.....what is your offer going to be? Let's swab Kobo for Adigrat? Shire? Wolkait? Tembien mountains.......? :P Let's have two entities with equal fire power and with the same right of the monopoly of violence within one country? :P

Negotation is the most abused word in Ethiopia now. What do the Ethiopian government and TPLF negotiate about. Nothing really. The only thing I could think of that they negotiate about if the TPLF leaders demand a safe passage to the outside world. That maybe negotiable.
