How Ethiopia could defend itself from Egypt's destabilization and disintegration strategy!

Following to it's defeat by Emperor Yohannes at the end of the 19th century , Egypt is too cautious to face Ethiopia on the battle field. The most effective strategy for Egypt has been creating proxy wars by exploiting fault lines related to Ethiopia's neighbours and internal power rivalry and other problems.
What is the objective of Egypt:
(1) Maintaining and sustaining it's historic zero sum water share by preventing Ethiopia from using all of it's rivers that are tributary( contribute about 85 % by volume) to the Nile river
( 2) Maintaining and sustaining it's geopolitical upper hand in the North Eastern Africa and in the Middle East
Strategy followed by Egypt :
- Creating proxy wars by supporting Ethiopia's neighbours
- Killing Ethiopian leaders who dare to stand against Egypt's zero sum strategy( PM Meles was killed by Egypt) and trying to install it's puppet government
- Creating proxy wars and internal instability( if possible disintegrating Ethiopia) using rival groups within Ethiopia
- Putting economic , political and diplomatic pressures on Ethiopia using super powers ( USA, UK, Europe) and Organizations like UN, World Bank, IMF, Arab League etc
- Blackmailing Ethiopia using the international media and international aid organizations
How Ethiopia could counter Egypt:
- Detterence : Build big army that could counter Egypt and create militery alliance with all of our neighbours. Ethiopia could use the rivalry among superpowers and their shared interest for stable Horn Africa to get huge militery support both in training and hard ware .
- Detterence : Build MOSAD like intelligence network in domestic , regional and global scale to disrupt Egypt intelligence activities that have been operating unnoticed and undeterred so far ( to the extent of killing PM Meles)
- Integrating Ethiopias economy 360 degree with our neighbours : Make Ethiopia the center of gravity of the Horn Africa through economic integration and shared utilization of resources like electric power( being implemented), transport( like Ethiopian Airlines) , road and rail way integration, creating common market ( similar to the EU model), education ( opening up our universities to our negiohours( being implemented)
- Build bilateral and multilateral agreements with all of our neighbours that prevents Egypt from establishing foothold
- Excute planned social, religious, cultural, tourism, and sport related people to people interactions year round and on sustainable manner.
- One passport or no visa requirement , dual citizenship , integrated job market etc
- Democratic governance to minimize internal problems ( less use of militery power and more use of participatory democratic system). There may be a need to restructure Ethiopia to Hybrid of Confederated and Federated states
- Engage Egypt in negotiations to agree on a win-win water share and commercial water utilization agreement

As a summary the Ethiopian government has to make the Egypt issue among top priority strategic issues for the progress of the country and give it enough focus and develop and implement short and long term comprehensive strategies by allocating the required resources on yearly basis.
