In my opinion, those who are most scared dictators as we speak are:
1. Alsissi of Egypt, this evening he has abolished his secret agents and assigned new ones.
2. The new Tunisian dictator, he is modifying the new drafted constitution every 2 hours and he told, it will be public in 2 weeks via referendum.
3. The ayetullah of iran. The supreme shiite imam announced this evening that those who are responsible for the skyrocketing of prices have to be brought to justice.

What about the dictators in our area, namely, the sudanese, the eritrean, the ethiopian, the kenyan, the south sudanese, the ugandan etc. They ain't in my radar, because unlike the srilankans, they are "blessed" with docile, weak and submissive subjects, hence they know they don't pose any threat to their rule.
I hope and wish that I will be proved wrong.
