Can someone help me out here, I can't understand what General Kamal Gelchu is saying (what his message is):

He said the government failed to take measures against those who are instigating violence or those who are behind it (listening at around the beginning of the audio) and at around the end he finished the government shouldn't touch those who are suspected to have been involved in the violence. Did I miss something here?

What should this government do in concrete terms then??
