Even the totally grind down ዱቄት can still cause an harm, may carry around poisonous substance and needs to be neutralized (decontaminated) in some way.

If you don't believe it is already ዱቄት , then you have a short memory, it seems. At the heyday of starting war on the NDF of the country, it was boasting about reaching anywhere in the country (and in Eritrea) with the arms in its hands.
