i think u r mistake Rwanda will benefit form the refuge settlement money they will build a city to house those refuge. in fact Ethiopia also should accept refugee and get help from UN and build brand new city that included hospital and school and industrial park for the refugee to work and earn their own money.

second important thing to know is human are capital like gold and oil then why would u refused when u get them for free may be u get paid 200 dollar per head i think we should accept one million refugee
