He thinks his region will be immune from whatever he is wishing to happen on to others...or has he already given up governing his region and trying to make other parts of the country be same? This reminds me of what he replied to his entourage when once he was asked about why he didn't go to Wellega to visit. He said "he was afraid that he could get killed, and as a result his beloved Oromo country would plunge in to civil war". 
Whatever his fear is, it will surely be turned in to his nightmare. One can't just continue un-checked allowing the murder of innocent civilians.
Anything is better than the kind of client state the Amhara has became lately. Even the destitute Tigray region is by far better for they have their own devils to administer/abuse them.
