That is the contradiction or incompetency of Abiy. Ethiopia as a whole is under the quagmire of corruption and lawlessness. He cannot imagine to bring prosperity on a corrupted environment ( Nigeria is the best example on how corruption destroys a resource rich and more than 200m industrious and intelligent people).
