You could have simply said he is good at throwing stones and "destroying the gallas" pipe dream, he doesn't have any english proficiency, like many of his contemporaries of the Ethiopian School System, instead of "he is not an obligation to know English" ዚባዝንኬ, out of the blue.

By the way I am not English teacher, I use it for communication and educational purpose only.
