Is it possible to communicate with each other using lies?

Do lies have any information value, other than diagnostic hints regarding the state of mind of the liar?
Why do people lie out in the open, when everybody knows they are not telling the truth?
Why are the woyane not trying to camouflage their lies?
I think there is a purpose to this madness.
Lies are not only meant to deceive, they have also other purposes even when they fail to deceive.
1. Lies can be used to muddy the waters, to create enough noise that makes it impossible to fine-tune the real signal.
2. Lies can be used to distract, the lies are physically there, so even when you don't believe them you will have to process them
3. Lies can also be used to deceive future generations. You tell an obvious lie and nobody believes you because people have access to facts, but future generations might believe you due lack of access to facts.
For example, nobody seriously believes that there was genocide in Tigray, but future generations might believe there was. Nobody today believes that Eritrean soldiers stole "shucka" from Tigray, but future generations might believe this.
So, in being so obvious with their lies, the woyane are not lying to us, they are lying to our great-grandchildren.
