"Due Process of Law": American Style

When I read the draft legislation of this so called HR6600 (also dubbed "A Bill To support stabilization, peace, and democracy efforts in
Ethiopia.") dishonestly, it seem to me very much clrear that it mainly targets individuals and through those also the country, because many of them are those who are running the affairs of the country, after being democratically elected to the office by the eiligible electorates of Ethiopia.
It lists many things on how to "incriminate" those it is going to dub targets of this American hegemony displays in action all over the world.
It can't claim itself about defending democracy while it is trying to foil the efforts to build democracy somewhere else. Imperialism in action, with full swing.
But the question I wanted to ask here is how is due process in the American ligislation efforts observed?
Are those to be targetted by the legislation going to be given a chance to defend themselves infront of a credible and independent judiciary before being considered criminals by the executive and subjected to many forms of sanctions and other forms of harms??
The dement (this is not my own description) is going to take the world down along with him, unless he is stopped before it gets too late.
Is there any thing left of what we were told once a due process of law??
