First abolish poverty from the city itself (at least) and then celebrate such a relatively lavish event with world leaders.
It is not exceptionally extravagant to organize such an event for the leaders of our continent and other friendly gasts (specially after those gasts opted to come in the face of massive propaganda campaign of the western media agains it) but we can't overlook the contradiction to the daily lives of the many unlucky citizens on the streets of the capital itself.
When these gasts move out of the event scene they will feel the contradiction very much immediately and wounder themselves about it, how much of the country is leading such a life, they could ask themselves.
The other contradition is the lives of those affected by the current round of drought in the country, where it is so destitute, unfortunately.
We can be called hypocrites, for our generosity.
