In February, 1990, Secretary Baker went to Moscow, where he met with Mikhail Gorbachev, the leader of the Soviet Union. Baker asked him—“Would you prefer to see a unified Germany outside of NATO, independent and with no U.S. forces, or would you prefer a unified Germany to be tied to NATO, with assurances that NATO’s jurisdiction would not shift one inch eastward from its present position?”
“Various leaders in Moscow would point to this exchange as an agreement barring NATO from expanding beyond its eastern Cold War border.”
