Ethiopia does not need Eritrea. Forcing Eritrean troops leave Ethiopia is necessary. The second step should be to deport all Eritreans to their country as they will be used by the government of Eritrea to destabilize Ethiopia. The third step is to offer Tigray to secede from Ethiopia through a referendum. After these three steps Ethiopia wil be at peace with itself and can focus on it's economy. Probably forming a United States of Ethiopia might be better. But for Tigray it is better to secede from Ethiopia.
