Henry Kissinger was not US Secretary of State when TPLF took power. His last day as Secretary of State was January 20, 1977. I think Jim Baker was US Secretary of State and George Bush the elder president when TPLF came to Aratkilo. There after Warren Christopher was the US Secretary of State, and Bill Clinton the president. Bill Clinton was the one who said the new brilliant leaders of Africa, something like that , about Isayes of Eritrea and Meles of Ethiopia. The honeymoon however was short for Isayes.
