The government will get half a billion to a billion dollars from the diaspora home coming if we assume a diaspora spends just 1k dollars per person.
May be it’s time for government to introduce a minimum of a 1% diaspora tax like the Eritrean 2% tax. That would allow the government to get the much needed foreign currency and it also allows the diaspora to positively contribute to its country.

How has the 2% tax Shabia collects from Eritrean diaspora helped Eritrea? Expanding higher education, increased democracy and the rule of law, eliminated poverty, created job opportunity for youths so they stop migrating to Europe over the Mediterranean sea?

Ethio diaspora participation on this will end the human wave expert Tsadkan and any remaining rats that are trapped in Tigray

. What the Eritrean government does with the 2% tax is for the Eritrean diaspora to worry as they are the ones who pay the tax. I'm just pointing to the huge potential in tapping into the Ethiopian diaspora for the country to become less dependent on foreign currency coming from foreign actors. One option might be a 1% diaspora tax.
I understand the government is shying away from imposing mandatory tax on the diaspora which could easily become unpopular but the government can provide extra benefits and services for those who are willing to pay the 1% or 2% taxes. In any case, I think it should find ways to
permanently tap into the diaspora foreign currency.

Sorry if i diverted the subject. But your main point seems to be the diaspora tax issue. Anyways, my opinion to attract the diaspora and their hard earned dollars should be to focus on peace and security. If Ethiopian government manages to create a peaceful, secured, law abiding and business friendly environment in the country, all diaspora Ethiopians would channel their wealth and investments to Ethiopia in unprecedented quantity. Just bring peace and security and amazing things can happen.
