I believe Abiy is using this negotiation to buy time, as TDF is playing peace as they put their ground mission on full speed. What makes this negotiation even harder is the goal post is continuously moving, as the negotiators shuttle back and forth, so does the territorial gain and the conditions need to continuously update with the reality on ground.
