When the Tigray Transitional government was setup, the agreement between the new administration and PM Abiy was that they will administer the the territory defined by the constitution. Checkout Dr Mulu Nega's letter posted on ፍኖተ አማራ on the 27th of November which is consistent the Chief of Staff's interview. His name the the 6th on the list.
