What does "Our commitment to peace's been consistent ... we call upon int'l co to support our overtures for peace" mean?

What are they trying to say in the last paragraph?
  • Are they trying to say "we will be consistent in rejecting negotiations as we have been doing for the past 11 months?
  • Or, they are saying support us on the beginning stages for peace negotiations?
The Voice of Reason thinks it was an outreach for ending the conflict. Lbona TV thinks that it is a call for reconciliation. What do you think?
