Mamo killo is putting the responsibility of stopping the current war he started on to the regional governments (Amhara regional state).

He just needs to come out with a white flag and accept negotiation as the sole option to alleviate the suffering of the Amhara people which he started and instigated to remain in power. It is not only the war with Woyane but the systemic ethnic cleansing he orchestrated in the wollega, benshangul and everywhere else.

As if he was never beating the drum of violence in the last 11 months, he is advising the regional states to change the narrative of war he was mongering as an innocent man.

You're reading too much into it. If there was a regional state that has been saber-rattling about its military prowess it was weyane , all the other regional states were striving to catch up. So what weyanes have gotten 11 months forward since the war started, you can look at it any way you want to-- they are devastated beyond repair.
