Isaias has been trying to establish and rule a confederated Horn Africa modeled after the Italian East Africa ( including Eritrea, Ethiopia and Somalia) that was established during the 2nd world war by the Italians. Abiy also has similar ambition and knowing that Isaias has a very short political carrier he knows he is the next on the line. For that to happen both have agreed TPLF has to be dismantled and Tigray has to be destroyed so that no rival emerges from Tigray at least for the next 100 years ( that was the time it took for a rival power to emerge from Tigray from Emperor Yohannes to TPLF).
