Fano have been an amorphous aggregate of shiftas ( armed robbers and human hijackers) which do not have a purpose for their existence except making a living out of crime. At this time the Fanos are frustrated and disillusioned at the continuous defeat of the Ethiopian government forces in the hand of TDF, the penetration of TDF to the Amhara state and the continuous killings of Amhara civilians in the Oromia state. They feel Abiy's army is weak and dominated by Oromos that do not care for the Amhara lives. They also complain the pro-Oromo Abiy is not giving them proper arms( for fear of Fano army going to Oromia to defend suffering civilian Amharas).
As the result of the above developments the following is happening:

- Clashes between Fano and government forces

- Fano trying to rob arms from government forces

- Divisions among Fanos( some want independent leadership, some are with the government and some of them are also Isaias foot soldiers)

- Division among Gondar, Gojjam, Wello and Shoua Fanos

Therefore, the above developments will result in the creation of multiple war lord led Fanos that will fight among each other and with the government that will bring major instability to the Amhara state
