I am not sure if I would.charaterise it as a confused action. I doubt if he even came up with the suggestion. My gut feel is that the rent price-caps were suggested by ministry of finance/National Bank as an approach to curb inflation in lieu the issayas like, isolationist, 1 million person military economy that Abiy intends to build.
