Remember when the US sanctioned Somali businessman Jimale and his Al Barakat?
They looted $25m from him.
That didn't stop him. He just changed names of his companies
Today he owns more than 5 companies in Somalia, UAE, Djibouti and Turkey (real estate developer).
It means nothing. Just replace Filipos by another general only for the paper and let him run things on the ground
