I have to disappont here.
Qatar with its aljazeera is under extreme pressure mostly from egypt's dictator al sisssi or from the UAE (the arab emirates).
Qatar is willing and emphasizing to have a parliament (the first since its inception) and people are called to vote. However, the emirates created an enemy such as the tribe you mentioned who the minority. Originally, they ain"t even Qataris. They originally hail from saudi arabia and the emirates. They should be grateful to Qatar for allowing them to own the Qatar citizenship.
Hence, gonderew, rest assured Qatar has the best governance system albeit not democratic. But the majority of Qatari love their ruler the young prince Temim.
