He thought he could appease Tigray by redistributing its crimes on other regions. ትግራይን ከማሰኮን ፈንታ ክራይሙን ማከፋፈል ፈለገ, which was a huge mistake. Tigray has huge psychological needs, and if you don't hammer it with the truth, it will create its own truth to fill the gaps.
If "Leba ke'hulum biher ale" was Abiy's biggest mistake, what was Tigray's biggest mistake?
Tigray made the mirror image mistake of Abiy by simply following the logic of its psychological needs. "ትግራይን ማሰኮን ይቁም" was what drove Abay, Seyoum to their graves and Sebhat and family to karchelie.
The war could have been avoided had Abiy went full force ትግራይን ማሰኮን, and Tigray focused more on its rational interest rather than on its chaotic psychological needs.

And in this they are totally uncompromising, and unlike Abiy are not trying to distribute the blame on everybody. No matter what Abiy does, he and only he is to be blamed. That is how you influence people's behaviour, and that is what the Americans have done vis a vis Abiy and Abiy failed to do vis a vis Tigray.
