Ethiopian brothers and sisters fill the dam

Why is the security council discussing GERD? It's beyond the scope of its mandate. Ethiopia should fill the dam as high as possible and use it as a deterrent to stop Egypt and co from trying to destroy it. Any wrong move let water free and wipe them out
