When the 17 years of war against the Derg was over, TPLF told Tigrayans those who did not return in 6 months may be presumed to have died. And that was that. This time, is that how they will deal with the issue of tens of thousands of dead Tigrayans that way? Just presume those who don't show up to be dead?
