He is telling his masters to act now. He must be having withdrawal issues, that is the strange behaviour exhibited by a drug addict when he doesn't get his daily dose. This thug is not getting his glass refilled every hour and there is no chat to chew. He, a designated terrorist, asking anyone to act is a joke. His masters must be embarrassed by the tone of his message.
